Click "+ New" menu link.
Click "Discussion topic."
Type a subject in the "Subject" field.
Add content in the "Comment" field.
Leave your "Text format" at Full HTML.
Fill in the common content tabs if necessary.
Click "Save".
After your discussion topic is saved it will reload and you will be able to view it.
