EthosCE 7.8+ provides a feature to force require users to opt-in to your terms of use. When a terms of use statement is present, learners will be prevented from logging in or creating an account until it is accepted.
Users will not be able to opt-out on the user profile, so it is the each customer's responsibility to provide an opt-out form for users to request an opt-out.

To enable the Terms and Conditions of Use feature:
Click the wrench to open the admin menu.
Click
Administration >Configuration > People > Legal.
Enter the terms and conditions of use text in the "Create New Version / Translation" field.
Click "Display settings" and select the display style. We recommend HTML text.
Click "Save." A preview of the text will appear at the top of the page.
