A manual step course object should be used when a course administrator wants to manually allow a learner to proceed through a course.

For example, an instructor-led training course that requires a Pass/Fail status could use the manual step course object to restrict learners from completing the course until the learners were marked "passed."

The messages displayed by the "manual step" can be changed from the defaults to custom text per course.
